Nineteen of the Russian's twenty-one titles have been won on hardcourt
A comeback Medvedev claimed his maiden championship for 882 days with a win over opponent Moutet in the competition championship match.
The Russian, a former number one, has experienced a difficult year, managing just a single victory at the major tournaments and experiencing a difficult moment at the US Open.
Medvedev's unpredictability on the ATP Tour - and difficulties with his service game in especial - resulted in him falling of the top ten and eventually parting ways with long-time coach his previous coach.
Now collaborating with his coach and Goetzke, Medvedev has consistently progressed in the past month - peaking in a tightly fought competitive win over opponent Moutet.
This represents Medvedev's maiden championship following the Rome competition and maiden on a hard surface from spring of that year.
Victory also signifies Medvedev has won twenty-one titles at twenty-one distinct events.
"It's the first time I have attended a competition with my two daughters simultaneously, so to win a championship is particularly special," commented tennis professional the champion.
"This victory is in honour of my second daughter my daughter, because the first title I won when my older daughter her name was born was for her."
The athlete, the past champion, had failed in his last six finals, including in Halle in the past months.
The player's defensive approach and regular emotional displays on the playing surface had led commentators to question if his skill to play at the highest level was finished.
However the player has made changes in the past month, striving to advance forward and play aggressively, reinforced by an enhanced serve.
He came back from a break down in the initial set against the tricky Moutet, securing 4 of the last five points to take the lead.
The pair traded break points in the middle set before Moutet, attempting for his initial professional championship, seized the initiative to create a third set.
Moutet rescued 4 initial opportunities in a close third set before Medvedev secured a break to 15 to close out the victory.
Fittingly, Medvedev clinched the title with a shot at the net, with the Frenchman incapable to control a volley after a lengthy match.
